Look to the transaction history you just posted. Reexam Forwarded to Office of Publications occurred 9/18/09. We didn't know of the newly approved re-exam via PTO until last Saturday, 11/14/09. Someone has posted that they believe the content of the Gazette had been sent to the publisher somewhere in this span of time - before the new re-exam was approved - and that it was doubtful it could be altered before actual publication. No confirmation of this, but that's where it's coming from.
