If that is indeed the case, then perhaps the wave is waiting to see if the tide is going to be higher than expected. Unless there is some huge penalty for waiting until after next earnings, then it would seem logical to do so. And perhaps the reason for the lull in license signings might be more related to that than the continuing saga at the USPTO.
