Why do you say the MMP is stalled? Through the third quarter of FY11, there have been NINE MMP licenses signed that we're aware of and quite possibly more. Considering that means there are 82 total MMP licensees that we know have been signed (even if we don't know by whom), and that has taken place over the last 6 years, the license signing is currently and has continued to be on pace to be relatively average. FY11 is relatively lagging in fees collected to be sure, but still is on pace to be over $10M for the year.
Is that lagging due to the re-exam process or due to the in-fighting between MMP partners and one partner taking advantage of the other?
Considering the pace of licensing is relatively constant over 6 years, I'd say the data implies that the infighting is the source of the problem. The term scapegoat seems to imply that those who would conclude that poor stewardship is largely at fault for PTSC's inability to make sure the MMP was properly monetized, and that PTSC received its proper share, would have concluded so incorrectly or naively.
What then is your conclusion?
