On the basis of "it takes one to know one" only a good lawyer would be in a position to assess what could go into a complaint and "stick".
Another option might be to find a way to word a complaint against the Board members based on some thing(s) against SEC, California or Financial (e.g Sarbanes Oxley) rules/laws.
It would take someone truly (i.e. professionally) knowledgeable of these rules/laws to cite appropriate possible transgressions.
The only complaint that has evidence and that I can think of that is possibly on solid ground is CJ's permitting, on behalf of PTSC, actions to be taken or agreed to by PDS in the absence of the third and independent Board member/manager.
