Just to be clear.Staff is only agreeing that it is proper for leave to file be granted.Staff is not recomending/suggesting/hinting that such SD motion, if and when filed, should be granted. If ALJ grants leave, it is quite possible that Staff might recomend that SD be denied.
I hope Ron is able to chime in on this point, as I believe it is important.
