Is the Chicken or the egg 1st... The money will not come without change in sentiment or court action that will lead to a sentiment.... fear is funny thing.. it is contagious... the money will not come just by asking for it..... so my firm belief is money for settlements may grow slowly but no huge jump without an event... and a change in sentiment .....
