There seems to be some confusion between how something is calculated and who is obligated for what. If I promise Laurie that I will pay her 1 billionth of the US Federal budget each year for five years, it should be obvious that I am not proposing to steal from the treasury to pay her, nor am I magically obligating the US government to pay her. I am merely in that hypothetical making a personal promise to pay and stating how the amount of that payment would be calculated.

A grifter might try saying it meant something else but to that I would say "nice try".
