When does the NDoC verdict become final?

I don't know where/how to find out how long HTC has to file an appeal, nor do I know how long "we" have to file an appeal on the amount and/or willfulness. If there is to be a settlement that includes not just the products named at NDoC would that not need to be completed before the appeal period lapses?
