It is also a simple matter of liquidity. I won't say most, but many investors are simply not going to make big purchases without a good chance of exiting the stock when they need to. There is no reasonable guarantee that a win in any venue or a settlement for chump change is going to move the stock. Past history, with declining share price after an announcement of a signing, has caused many to look away, I am sure. Traders and those who simply follow alerts when volume pops are the ones buying on any news pr. Momentum disappears and here we are. We do not just need dollar amounts attached....we almost need proof that it will continue. And so we wait. I am sorry I am not going to be politically correct during this season of joy.
