From what I remember from the SHAM in 2012 or maybe earlier, the BoD was asked why no new 3rd member of PDS had been assigned. I need to find my notes but I believe Carlton Johnson answered and said something like "Things are OK as they are, we don't need one and it saves money." I may have posted a report. I'll keep looking.
