Yes, I was only referring to NA in my post. I'm not sure about Europe but I imagine it may even be worse. Obviously a much longer history in that neck of the woods (Europe) compared to NA. More time (centuries) for the rich to get richer and the poor to get poorer.

That wasn't the book I was referring to, but I'll check it out. I will find out the one I was speaking of, it may take a few days though.
