Only need a smelter is a loaded statement. You can't just build a smelter any were you want. If this deposit turns into Voisy Bay or larger then maybe after years of negotiations. I think they would go with a mill and transport it to the nearest smelter. If someone else has already pointed this out then I'm sorry for waisting your time otherwise, this my personal opinion.
