The concept(s) upon which Stock Exchanges (the market) are established is consequencial from Human Morality. The Market in and of it's self is premised on rationalizations derived from emperical evidence and normative assumptions.
The "Tape" is in fact never right. It is never wrong either. The 'Tape' is simply a record of of what has occured with respect to stock exchange transactions.
As for 'Truth'. In this Industry (mineral exploration) the closest approximation to this concept (Truth) that can be achieved is "Drilling Results". 'Drilling Results' are generally based on best practices interpretation of statistical calculations which in themselves are arrived at via compilation and mathematical manipulation (analysis) of specific data sets derived from standardized chemical  analysis (Assaying) of randomized samples of the prospective rock as determined and selected by the relevent interested party (the exploration site Geologist). Thus, this form of 'Truth' is based on chemical proficiency, statistical analysis robustness, and skilled sample selection and final data intrepretation by the relevant individual(s) rsponsible for formulating the "Assay Report". 
One, the "Tape is never wrong" is the conclusions based on postulated assumptions and associated analysis of what has already occured, and is subject to the rationalizing forces of "Human Nature", in an attempt to predict future occurences.
The other, "Drill Results", is based on postulated assumptions and associated analysis through human ingenuity with respect to rationalization (attempt to comprehend) of "Physical Nature". 
What is "Good", and What is "Bad". Short answer: Subjective and often transient.
