Not Completes Move To The Downside

NOT's range today below 4.30 strongly indicates an exhaustion move to the downside has been completed and a new trend has been established to the upside. This infrequently happens when a stock's range is completely below the lower band of the Bollinger Band. In the past the range below, and or above the band, has forecast a change in direction lasting for weeks or months.
