The staff and infrastructure required for nickel or other mines in the James Bay area is going to require participation by a major mining company. Juniors will sell out when they get to the stage that a major is willing to pay what they want. Even with roads and infrastructure it's hard to see a lot of mining companies with separate operations.
Noront is in an enviable situation because they have extensive claims over a wide area so would likely sell only part and continue to explore both on their own or with jv partners after selling out defined deposits.
I think Noront intends to put Windfall into production and become a gold producer. The kind of operation much easier to manage and control. With the cash available after selling out part of the 'ROF' Noront could become a good side producer and expand from this start.
