What kind of certification/audit is done to ensure spending agreements are met. We are talking big money here and once you let the lawyers get into the situation, all bets can be off. Could we possibly have a situation where NOT did not provide proper documentation, in a prescribed manner within a prescribed period of time? The question of ownership may be in doubt (in the Probe lawyer's minds). Remember we are talking huge $$$ here.
