While we are all taking turns speculation, my conjecture, based on the evidence below, is that someone messed up on defining the boundary lines between PRB and NOT near the eagles.
I think PRB has already spent a good deal of money geosurveying etc., and until the boundary dispute is clarified they don't want to spend any more money.
They also want to know what NOT will pay them for what they've done already, especially is some of that work drifted close to or over the boundary line.
Who know? Fun to guess.
