FANTOM SHARES?

Can anybody explain the seemingly large ask sizes (like BID 20 and ASK 250 at 11:09 AM.) Am I crazy because it seems that their is a disproportionate in the ASK and BID lately, and if somebody was trying to dump their shares, would they not have done so closer to the open when the SP was higher? I wonder if these are "Fantom Shares" (from naked short sellers) whos purpose is to try to scare people into selling? Does this make any sense...or am I just missing something, because it looks like manipulation to me?
