I've seen this on several maps. I think that this error has been repeated from the original map, which, to my knowledge, portrayed incorrect information (i.e. never constructed). Only winter roads were constructed over these two routes. Debeers had contemplated an all season road to their Victor Mine but found it too expensive.

Could somebody correct me, if I'm wrong.
