Smelter decision would not be Noront's problem to solve and be based entirely upon the 'payback' numbers a 'Major' would arrive at. Still consider that a rail or road infrastruction PLUS major electric power would have to be in place first just to support construction.

Personally I doubt the payback for more than concentrator on site, weather and environmental concerns against it. Possible but how likely?
