This is only my opinion but the I believe the reason that the first vote was blocked was to allow the Nays enough time to cover their shorts before the second vote was set up.

What better way to make money than short, vote no, see the market drop 800 points, cover, and then vote yes.

Hopefully there will still be a bank around for them to cash their checks today.
