Seems someone used late Sept. getting ready for the Proxy Vote by doing their Short Covering before Sept. 22.

I wonder how easy it is to make sure those still Short come Sept 22 loose the Votes attached to their Short Position at that date.

Anyone have ideas on how the Exchange ENFORCES THIS?
