A very interesting situation as you describe it, but not possible if the system works as it is designed. That is most of the reason for the effective date of Sept 22. On that date each and every share was registered to one particular entity (person or company) with the trust company which keeps records for Noront. If there are a number of shares that are in transit from one person to another,the person that actually owns them for voting purposes is the one that is registered as of Sept 22. There can be no duplicates. The mailing list is a copy of what is registered on that date.

Also the reason for different numbers with each mailing is simple. Each time they decide to do a new mailing, a list is generated with a number on each shareholder. A new list will mean a new run of numbers.
