It need not be these characters selling shares and not covering. There are any number of other characters out there very capable and likely very willing to do just such type of activity. And what the Hell! The enforcement is apparently sadly lacking all too often, so there is the WHY NOT! With too many too well aware of the "WHAT'S WHAT".
