Yes the cutoff day is Friday, October 24, 2008 at 10:30 AM.

Is that Eastern Standard time in Canada, because Europe is 6 hours ahead?

But be aware that when a lot of people are voting at the last minute that the computer might process the vote past 10:30 AM, and in that case the vote does not count.

So please issue advice those eligible to vote far ahead of the cutoff time of 10:30 AM Eastern Standard time in Canada.
