It really got me puzzled.

Only if Noront had information from which they knew they would have lost the vote 100% .. then this would make sense to me.

On the otherhand; from both sides the following thought is logical.

Can't beat them ? Join them. Both parties must have felt unsure about the outcome and decided to compromise
