I wouldn't like to think this is the case as it would not seem to bode well in terms of their intentions regarding an offering. It might be more likely they bought the pp and could be a reason why the admin. doesn't want the new players listed. There are a few friends that would no doubt want in before news was released on major interest in NOT. Could this be the reason that the sp is standing still while a bit of volume moves? The aforementioned is pure hypothesizing and is based on creative imaginings.
