double bottom - should see a rise now in SP

so i've started to follow charts a bit lately as a hobby of mine to see if i can learn more about moving averages, double bottoms, etc.....

i see Noront has formed a double bottom (96 cents and 97 cents)

can we now see a steady rise in SP? I'm speaking technically here only on reading the chart.....

I'm not talking about the fact that this stock should be so much higher than it is now based on what we have in the ground... :) - just strictly chart reading here...
