You suggest that Xstrata has excess chrome inventory in S. Africa and most likely would not be interested in a new supply.

I think Xstrata could well be looking at NOT. I don't know much about overall tonnage etc. but perhaps Xstrata would want to bid on NOT's chrome if for nothing more than to take NOT's chrome potential off the market, thereby, preventing competitors obtaining it and thus, securing Xstata's hold on the chrome market and price.

Juist a thought....
