IMHO each of these events begin to increase. In a short time there are little events which occurr more often. At first they make no sense or little sense and there appears to be no grand scheme. Some time will go by and these little events will begin to draw a picture of roads. There will become both summer and winter until eventually it is all winter road and the picture is complete.

I will say that building a bridge is very significant.
