Well in fact there is another major party to any agreement and that is the Government who considers most of the 'ROF' to be Crown Land as it does not form part of any grant of land to the two (or more) Native Peoples organisations.

Disputes will arise and drag on but can't see it at the exploration stage as there just isn't huge amounts of money to throw around.
