Agreed, on further reflection I've come closer to your view.

Noront has found rich nickel but not enough of it to be viable on it's own. They've defined that very so a value can be put on the nickel, so that 'exploration play' complete. NOW Noront has rich beds of chromite the extent and quality of which hasn't been defined to point where value can be put on it , but some nice indications. Plus they have a Vanadium deposit to define.

Finally, yes they have other Nickel targets which will be tested as time goes by.

So 'At this time' Noront could be considered a Chromite Play with known Nickel 'in the bag'. Still seems a bit weird to have Pinetree say it.
