Once I achieve this , I would be in a position to control any business arrangement and so be in the position of making far, far more money than by just selling off Noront, or one of the other Claim holders. This could be in the form of the initial payment as well as the long term payoff."

This could be a very long process and I doubt whether someone trying to do this would be as successful as they'd like though I'm sure they're going to do the best they can, which will surely result in some advantage. I think there will be others who would impede such an effort and are probably already in the process of doing so.
