Only a 2 on the Rating Scale

Was just on the BMO website and checked the rating scales of stocks on my watch list. Very interesting to see NOT,SPQ,BMK, andFNC with a 2 ratings out of 5. Also noted was PRB,TME,and FWR with ratings of 4. Why,I asked myself, are the stocks with probably the most prime land masses staked and thus more likely to have a chance of deposits of some sort below surface, in an area that will likely become a great mining camp, rated as 2's. The only answer I could come up with is management. What's your take.?
