While I'd like to agree with you about $7.50 there is a lot more to reaching that kind of figure than drawing up charts.
To reach that pricing Noront is going to have to come up with pretty solid exploration results indicating that kind of value. Alternatively a nice takeout bidding war would suit.
Sure $7.50 is entirely possible but even if E1 regains credibility for deposit sized like people thought during the frantic run over $7 we're in a different situation now. Lots more shares outstanding (dillution) and nickel prices not even close to what they were.
Now the economics have also favourably changed in as much as Chromite looks to be able to pay for a good chunk of infrastructure costs.
Lastly we have people involved in Noront with a history of selling out to first good bidder rather than waiting to get maximum price so it's not unlikely an offer below $7.50 would be accepted/recommended before trading price ever reached that high.
