Not in the least. One rail is in then anyone who pays the 'Government Regulated' tarrif can ship in/out on it.

Intrastructure (access) means a mining camp and most likely more than one company mining and shipping out minerals. Mind you even rail spur lines cost plenty so I'd expect eventually a network of all weather roads outward from any rail head.

Rail is cheapest way to transport BUT needs a lot of tonnage for lot of years to offset initial higher cost vs all weather road. With Noront's new E1 extention, chromite and the FWR/KWG/SPQ (Cliffs) chromite I'm pretty much sold on rail being the way things will turn out.
