What's stoping NOT

Whats stoping NOT from buying FWR shares on the open market. They might not be able to buy all of them but they can start to accumulate. With 4 million shares being traded a day I think they could buy 1 million a day under the rador. We know NOT has the money. I was just thinking what I would do if I really wanted some FWR as much as NOT does.I own Both NOT and FWR.
