True, same as the minerals, When you stake Crown ground, you get both surface rights and mining rights, but you also need to get a gravel permit. If the mining rights and surface rights have been separated, the gravel goes with the surface rights.

On patent land, you own mining and surface rights, but you still need a gravel extraction permit.

So to grab gravel in the ROF, you stake the land and pay fees and do work as needed to keep the land. When you want the gravel, you get the gravel extraction permit.
