The largest issues presented by a wet landscape will not likely be building OVER the water (mankind has lots of practice doing this), but digging through the wet top layer(s) and operating a mine BELOW it.

I don't see much of a problem with this and I doubt NOT management does either. They will be getting a very good picture of what's going on when drilling, not only from the core samples but also when transporting and setting up their drilling equipment.
