Based on the trading volume of FWR shares since Oct 2, it is doubtful that NOT, acting alone, has anything close to their announced target of 66 2/3 %. If it gets a judgment from the Quebec regulatory on Nov 13 to cease trade the FWR SRP, NOT will probably extend the expiry date of the Offer, and simultaneously release some compelling news. This news could be the NI 43-101 for the Blackbirds as you suggest.
