While I can not see Noront going to $100 with current structure, it is in the realm of possibilities with a few chances.
First of all, contrary to popular opinion the world does not revolve around the USA. The US is still a country with major influence but it is slowly diminishing. The problem that Canada has is the tie in to them through trade, but the Chinese and rest of east Asia are proving quite resiliant in this economy. Should the economy improve ( I expect a further degrade in US for a while ) then metal prices could double present.
It is possible that there could be new records even in base metals.
How about if a metals bubble occurs in metals or even in mining.
One or two more aquisitions by Noront with additional drilling for a year or two could multiply the resource held by Noront by two and possbly by up to four.
With aquisitions and expenses due to exploration there will probably be a reverse split of the stock, 1 for two and could be as much as 1 for 4.
With some of above happening, $100 share price is a definite possibility.
