Shouldn't Noront be working with Cliffs?

Cliff's objective wrt the ROF is all about chromite, right?. They have systematically progressed with KWG, Canada Chrome, staking of claims for a rail line, smelter talk for Thunder Bay and now Freewest. After Freewest, their next logical acquisition would be for Noront's chromite. So, if you accept that, shouldn't Noront be collaborating with Cliffs for development of the ROF?

Come to think of it, maybe they have been the whole time? Hence, Noront's mediocre bid for Freewest and control of Noront's SP so as to make a not so great offer from Cliffs be more appealing.

What is still a question for me however, is whether there is a South African connection and that relation to Noront’s objective wrt development of the Chromite resource.
