I like to spin my own opinion about this event.

Dilution is a factor with to faces :

one is using it to access intangible factors [like wages increases ,debts repayment or splurging on luxuries like unnecessary travels ,higher end offices , unearned bonuses etc. etc.

Second is adding resources to the company in order to expand assets and to create a larger entity to compete from a stronger position with the unfriendly business world out there.

I thing that the second will apply nicely to Not , yes we are adding more shares to the total , but only to buy valuable assets and therefore make Not a larger and greater company.
