The worst that can happen is that nothing happens!

IMO Cliff(or someone else) depend on NOT to make this development economic and politically important enough for politicians to support it. They want jobs, jobs, taxes and taxes; and they only will get that by NOT developing its nickel resources. IMO, a chromite mine just does not give enough bonus points

As long as the people(and company, maybe Cliff) in charge of developing the ROF are honest and respectful and show concern about the environment and the rights of various peoples, the sooner they start working on developing the site and building the required infrastructure, the sooner all NOT's will benefit.
