Nobody knows, but probably a lot of FWR share holders decided it is a safer bet to sell FWR and buy NOT. It the short to medium term if the deals falls through, most likely the FWR sp will drop, so why not just buy NOT and wait this out.

Also, if the deal fails, NOT will again get complete dominance of the region, which is both good and bad. The disadvantage is that any problem arising will mainly be up to NOT to resolve. Another bad thing is that it will be up to NOT to drive all infrastructure and environmental issues.
