Question regarding Blockade Negotiations

Will the explorers currently in the region act in concert and with one voice or will there be 40+ different negotiations going on with each player trying to gain advantage of some kind.

Makes sense for the various players to appoint a spokeperson(s) or spokescompany(s) to negotiate on their behalf. Not time for a freeforeall.
