Let's remember something here. There are really only two parties that absolutely need to agree. They our the local Native Governments and the Provincial Government. Once you have the Province on side they make and enforce the rules(nobody will be able to do any thing without their permission). Of course it is important to have the companies buy-in and provide input, but their buy-in is not a necessity.
