I don't think everyone has fully grasped the time factor here. While the deep drills are at the top of the priority list (if they are actually even ready), the whole winter program is at risk.

In 10 days it is the middle of March. In normal conditions breakup should arrive about the middle of April, or end of april at the latest.

If we are still deadlocked come March 15, there is going to be little chance we will see any action before the summer programs kick in.
