KWG & SPQ are more likely to be taken over before Noront. I base this more on their smaller Caps. Cliffs would like to corner Noront with little room for maneuvring before making a take over offer or a cooperastive one.
By cooperative I mean them dictate terms on sharing of rail transport and possible coprocessing ( i.e. we pay them to process our chromite, why have two mines?) and sale of chromite.
