That is not correct. The Oct. 21/08 NR, while RN was still the CEO, states that the ramp work was completed, and they were putting Windfall on care and maintenance. RN was removed 10 days later (big mistake) and it was after that the the new BOD with the dynamic duo....before Wes' time.....decided to give Windfall away for a song.
